    As part of a new initiative by the Israeli Foreign Ministry, muslim communities and the conduct of Muslim leaders in Europe will be closely scrutinized. The initiative aims to increase Israel\"s knowledge and to improve ties between these Muslim communities and local Jewish ones. \"At this time we have a window of opportunity for an effort of this type,\" says a circular sent from Jerusalem to Israel\"s representatives around the world. \"The Muslim community in Europe is under tremendous pressure since the attacks in Spain and Britain.\" The ministry has no intentions of dealing with the security questions coming to the fore - this is being left to the Mossad security service and to Israel\"s joint activities with the European security mechanisms. The ministry\"s guiding principle, as explained by the program\"s coordinator, Reda Mansour, is to find moderate elements in the communities and to create interfaith dialogue with them. One of the program\"s projects will be to map the Muslim communities in Western Europe and, with the help of Foreign Ministry representatives in Europe, to identify moderate leaders and engage them in a dialogue that will include the local Muslim and Jewish communities, sometimes with assistance from Israeli representatives. The ministry hopes that such a dialogue will facilitate joint public activities for Muslims and Jews, such as joint declarations against violence and anti-Semitism and cooperation on issues such as kashrut (Jewish dietary laws) and the law in France against religious symbols in schools such as Muslim head-coverings. The Foreign Ministry\"s activities against anti-Semitism have traditionally focused on the Christian world. Since the founding of the state, Israeli diplomats have kept a close lookout for hostile voices, and the Diaspora division of the Foreign Ministry always handled ties between Christianity and Judaism. In recent years, however, the question of relations between Jews and Muslims has become more pressing. A Foreign Ministry source said that this is an interesting initiative, but its chances for success are dependent on various factors. \"The question of the project\"s success depends on the presumptions behind it,\" said the source. \"If there are no illusions that ties with Muslims in Europe will solve the problems of the Middle East, then it might succeed. If we try to build bridges that are too long, they are liable to collapse.\"
