Al-Emadi said in an exclusive interview with PIC reporter that Haniyeh asked that his government implements the projects but Qatar policy says that it (Qatar) carries out such projects by itself in any place in the world. "The policy of the state of Qatar is that we make the projects, we design them, we finance them, and once they are finished we hand them over to the relevant ministry," he said. This is the policy of Qatar everywhere we act and Gaza is no exception." Al-Emadi pointed out that they found all cooperation from all the Palestinian government ministers and all segments of the Palestinian people, noting that they avoid all embarrassing political matters in implementing their projects. Al-Emadi confirmed that the Qatari projects are supposed to serve as many of the Palestinian people as possible, where Qatar will implement a number of important and vital projects in Gaza. He pointed out that Qatar contributed $269 million to reconstruction projects in Gaza, including the rehabilitation of the main streets in the Gaza Strip, and supporting the agricultural sector, and establishing a center for people with special needs. Al-Emadi stressed that Gaza is still under the Israeli siege, despite the Egyptian efforts to ease it, as long as entering to it is with permits, wishing that things will be facilitated on the Egyptian side to allow building materials and heavy machinery into Gaza, in order to implement the projects to help the people living in the Gaza Strip. The Qatari project will renew three main roads, establish a new town, implement agricultural projects, build a hospital and residential buildings and overhaul the infrastructure, and many other projects for the benefit of the Palestinian people, he explained. These projects have been studied during the visit of Prime Minister Ismail Haniyeh to Qatar, and we chose in coordination with the Ministry of Public Works the most important and beneficial projects for the people of Gaza, he said. Regarding the projects' cost, he explained that 224 million is provided for reconstruction projects, in addition to 30 million for Sheikh Hamad City, and 15 million for the prosthetic rehabilitation center. He added that the overall project completion's time that we set is three years. He confirmed that all these projects to rebuild and modernize Gaza are being funded by Qatar. "Because of the political situation it wasn't possible until now," he said. Regarding the water shortage in Gaza, he said that there is an international interest in this matter, stressing that Qatar focused on projects that do not attract the international attention. Economists said thousands of jobs would be created by local contractors who have won tenders to do the work and smaller businesses that will supply and service them. The projects are of sufficient scale to transform Gaza and the lives of its 1.6 million people, 28 percent of whom are unemployed.
